RESOLUTION NO. 4801

RESOLUTION ESTABLISHING AN

ENVIRONMENTAL TASK FORCE

WHEREAS, on July 26, 2005, the City Council adopted a Comprehensive Plan for the City of River Falls; and

WHEREAS, the Comprehensive Plan, Section 1.8.3 Sustainable Growth, states that to "Ensure that development is financially sustainable and that growth conservation, redevelopment, and natural resource protection are balanced; and

WHEREAS, Chapter 8 (Natural Resource Management and Conservation) of the Comprehensive Plan for the City of River Falls, along with other environmental sections, addresses environmental issues; and

WHEREAS, the Comprehensive Plan has implementation and guidelines that help determine present and future decisions on the preservation, enhancement, and restoration of the community’s character and resources: and

WHEREAS, open space, bluffs, coulees, the Kinnickinnic River and its tributaries, and other environmental resources have been sited as some of the community’s major assets; and

WHEREAS, in accordance with the Comprehensive Plan and Implementing Policy 8-1-I-5 states "Consider establishing on an advisory body (a balance of concerned citizens, organizations and stakeholders) to the Plan Commission to serve as a resources on environmental issues and plans; and

WHEREAS, the Plan Commission recommends to the City Council that such an advisory body or Task Force be developed to serve as a resource on environment issues; and

NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of River Falls hereby establishes an Environmental Task Force for the purpose of acting as an advisory body to the Plan Commission in setting priorities and assisting in developing implementing policies on environmental issues in accordance with the Comprehensive Plan.

BE IT FURTHER RESOLVED that the Task Force shall consist of up to seven members, one City Councilor, one Plan Commissioner, one representative of the Kinnickinnic River Land Trust, one representative of Trout Unlimited, one representative of a development group, one property owner along the Kinnickinnic River area, one citizen member and staff assistants from the City Planning, Engineering and Utility Departments.
