CALL TO ORDER/ROLL CALL – meeting convened at 6:34 p.m.

Members present: Audrey Alton, Betty Most, Ursula Peterson, Rick Burgsteiner (arrived 6:36 p.m.), Jeanne Zirbel, Lori Kukuska.

Members absent: Mike Woolsey.

Staff present: Matt Parent, Planning Intern.

Guests present: Margaret Smith, Katie Chaffee, Aloha Hovde, Dan Geister

 

APPROVAL OF AGENDA/MINUTES

MSC Alton/Most to approve the minutes of the February 13, 2008 meeting. Unanimous.

 

PUBLIC/CITIZEN COMMENTS –

Marge Stokke was unable to attend and had contacted Jeanne Zirbel before the meeting. Stokke said that it was important to note that the Ingram Center housed the Young Program before 1977.

Katie Chaffee from the River Falls Public Library was in attendance to request a letter of support for a traveling John Adams exhibit for the library. Due to an unforeseen roadblock the Library was unable to complete their application before the April 4th deadline and will no longer need the letter. She did mention that she is going to be working on a new exhibit to open in the fall featuring the, "Bad Years" of 1920-1936. She would like to have members contribute artifacts, stories and other information they have relevant to this time period to help complete the exhibit.

BUSINESS –

1. Draft Resolution for Recognition of Ingram Center Building

Rick Burgsteiner suggested the following changes be made to the draft:

 

5th WHEREAS should read:

"…Ingram Center Building exemplifies and reflects a strong social history…"

 

6th WHEREAS should read:

"…requests the City Council support in recognizing the historic significance…"

NOW, THEREFORE, BE IT RESOLVED should read:
"…Ingram Center Building exemplifies and reflects a strong social history…"

and

"…location of a Plaque that shall be placed on the site of the new City Hall…"

MSC Burgsteiner/Peterson to approve the Draft Resolution for Recognition of the Ingram Center Building with the above noted changes. Unanimous.

2. Update – Leadership River Falls Plaque Project

Margaret Smith has been working with Dale Jorgenson from Riverland Laser, Inc. to get quotes and product samples for the plaques that will be used in this project. The preferred format by the Leadership River Falls Group is a 10" x 10" zinc plaque with a metal photo adhered to it. The 10" x 10" size seemed to fit nicely on all of the buildings and the materials that would be used would be durable enough to withstand the outdoor elements. The cost of each plaque is approximately $467. The Leadership River Falls Group intends to raise the money to pay for the first 8-10 plaques to begin this project.

The Leadership River Falls Group has an artist at the University of Wisconsin-River Falls that would be willing to complete drawings of any/all of the buildings necessary if actual photos are not available to be engraved or if the photos are not of good quality.

Smith asked that for the next meeting the Commission gather photos for the eight buildings it has designated Leadership River Falls Group to plaque so that a sample may be done and the artist may begin completing drawings if necessary.

MSC Kukuska/Most to approve that the Leadership River Falls Group proceed with the 10" x 10" Zinc with Metal Photo Plaque and that the HPC will gather the photos it would like used for display on the plaques. Unanimous.

3. Update – Research Achieved on Freight and Railway Express

MSC Peterson/Alton to proceed with research and documentation to declare the Freight and Railway Express a historic building or site. Unanimous.


4. April Historic Preservation Commission Agenda Items

ADJOURNMENT – Meeting adjourned at 7:50 p.m.
