Historic Preservation Commission

Call to order/Roll Call
meeting convened at 6:30 p.m.Members present: Jeanne Zirbel, Rick Burgsteiner, Betty Most, Ursula Peterson, Audrey Alton, Mike Woolsey and Lori Kukuska
Staff present: Beck Forsland, Planning Intern
Guests present: Marge Stokke
APPROVAL OF AGENDA/MINUTES Marge Stokke made a correction to the May 9, 2007 minutes regarding the picture that she presented to the Commission. The picture was a representation of the buildings on North Main Street, Rosh Freeman happened to also be in the same section of the paper.
MSC Burgsteiner/Most to approve the minutes, with correction, of May 9, 2007. Unanimous.
PUBLIC/CITIZEN COMMENTS Stokke mentioned that the Freeman house was put on the National Historic Registry as of May 30, 2007 and the Glen Park Pool was put on the National Historic Registry as of June 5, 2007. Staff will write an article to be put in the River Falls Journal.
NEW BUSINESS
1. Discussion Regarding Landscaping along Junction Mill Smokestack Pathway
Chairperson Zirbel and her husband, Ron, will be working on the landscaping of the hillside. Something needs to be done along the pathway to complete the project. Forsland presented a design from a University student done in January of 2004. Kukuska stated she would talk to a landscaper or Master Gardeners for ideas on low maintenance plants. Burgsteiner stated he sould discuss plans with the City forester, Tony Steiner.
2. Discussion Regarding Meeting with Other Local Preservation Organizations
Zirbel reported that there might be funds available to have a supper brought in to meet with other preservation groups. Peterson will contact other groups to see if they are willing to meet.
3. Discussion Regarding Smokestack Plaque Silver, Gold, and Platinum Sponsors
Peterson was the only one who donated money and she felt there was no need to spend money on a plaque with just one name on it. Zirbel and Peterson also contributed funds to finish paying for the pavers at the Smokestack location.
4. 2008 Budget
There is approximately $2400 left in this years budget for plaques. It was decided to meet at Glen Park at the next meeting to help decide how many, what kind, and where plaques could be placed to show the designation of the swinging bridge as a historic landmark. The Commission would also like to use the funds for landscaping near the smokestack.
The 2008 budget was discussed and is yet to be decided upon:
Double sided plaque to recognize a historic landmark $2000.00
Plaques for recognizing 2-3 houses and one business as historically significant 600.00
State Historical Society Dues 65.00
Plaques for naming the downtown buildings with the date they were built 450.00
$3115.00
Woolsey plans on talking further with Lucero.
5. 2007 National Preservation Conference
Zirbel would like to attend on Friday. Planning Director Lucero will be attending. If anyone else would like to attend they should contact the Community Development Department and let them know so tickets can be bought.
6. Lights for Glover School House
MSC Alton/Most to purchase "type C" lights for the inside of the School House.
The Commission was not satisfied with the choices for the lights on the outside of the schoolhouse so Kukuska will do more research and bring it to Lucero.
