                                                     Plan Commission Meeting

                                                                  1 April 2008

                                                       City Council Chambers

CALL TO ORDER/ROLL CALL – meeting convened at 6:30 p.m.

Members present: Mayor Don Richards, Tom Heimerl, Sandy Bowen, Susan Reese, Ellen Smith, Todd Schultz, David Cronk, Reid Wronski

Members absent: Erin Tomlinson

There was a quorum present at all times.

Staff present: Buddy Lucero, Planning Director; Tony Steiner, City Planner; Matt Parent, Planning Intern;

APPROVAL OF AGENDA/MINUTES –

MSC Cronk/Smith to approve the regular minutes of the March 4, 2008 meeting. Unanimous.

CURRENT PLANNIGN PROJECTS/PUBLIC MEETINGS –

1. Resolution Regarding a Recommendation to Council on Alteration of the Right-of-Way on Lewis Street and Pine Street

Planner Steiner stated that an additional seven feet of the right-of-way on Lewis Street and Pine Street is needed to create a parking lot adjacent to the new City Hall. The narrowing of the right-of-way will have no affect on the existing roadway width.

Wronski noted that this recommendation is consistent with other areas around town that have requested that the right of way be narrowed and this is not a special action for this project.

MSC Smith/Cronk to approve the Resolution Regarding a Recommendation to Council on Alteration of the Right-of-Way on Lewis Street and Pine Street. Unanimous.

2. Resolution Regarding a Recommendation to Council to Vacate a Portion of Clark Street, River Street and Ally in
Block 80 NN & OS Powell’s Addition

Planner Steiner stated that the right-of-way on Clark Street, River Street as well as an ally on Block 80 of NN &
OS Powell’s Addition needs to be vacated to allow the construction of a new City Hall. Normally when a right-
of-way is vacated half of the property would go to each adjacent property owner, in this case the City owns all of the property. A Public Hearing is scheduled for April 22, 2008.

Wronski noted the street names in the 2^nd, 3^rd and 4^th WHEREAS of the draft resolution be changed from Lewis
Street and Pine Street to read Clark Street and River Street. He also suggested striking the word "surplus" as it
has not been used for sometime.

MSC Wronski/Cronk to approve the Resolution Regarding a Recommendation to Council to Vacate a Portion of Clark Street, River Street and Ally in Block 80 NN & OS Powell’s Addition with the above noted changes. Unanimous.

UPDATE AND INFORMATION –

Lucero reported that the Design Review Committee recently met with the architect on the new City Hall project and approved the plan with the recommendation that there be landscaping or fencing along Lewis Street to reduce the impact to adjacent homeowners from the amount of light created from the headlights of cars.

Lucero also mentioned that the Leadership River Falls Class is working with the Historic Preservation Commission to display plaques on some of the historic buildings in downtown River Falls. The proposed plaques will be 10" x 10" and have a drawing or photo of the original building along with the year of construction and a brief description.
