Plan Commission
19 June 2007

City Council Chambers
CALL TO ORDER/ROLL CALL –
meeting convened at 6:30 p.m.Members present: Mayor Don Richards, Susan Reese, Todd Schultz, Ellen Smith, David Cronk, Sandy Bowen, Tom Heimerl, and Reid Wronski.
Members absent: Erin Tomlinson.
There was a quorum present at all times.
Staff present: Buddy Lucero, Planning Director; Tony Steiner, Planner, Carl Gaulke, River Falls Municipal Utilities General Manager.
The Plan Commission met in a workshop setting. The following items were on the agenda for presentations and discussions:
The Comprehensive Water Study Plan for the River Falls Municipal Utility
Carl Gaulke, General Manager, River Falls Municipal Utilities, gave an overview of the Water Study that was completed by Short Elliott Hendrickson. The last plan update was in 1999.
Cascade Avenue Concept Plan
Reid Wronski, P.E., City Engineer, updated the Commission on the Cascade Avenue project and presented background information, goals and objectives, problems and concerns brought forth from public meetings that have taken place along with suggested solutions, a list of committee members, and meetings that will be held in the future. He encouraged all Plan Commission members to attend and participate in the meetings.
Location and Placement of Street Lights/Policy
Tony Steiner, Planner, presented a draft policy on the location and placement of streetlights within the City. Currently there are no written standards to uniformly guide the installation, location and design criteria for street lighting.
Discussion on Parks
Susan Reese, Park Board Chair, and Buddy Lucero, Planning Director, discussed with the Plan Commission the need for an updated Parks Master Plan. They discussed an outline of what the Plan would include. The Commission was given an update regarding a park inventory project that is being conducted. There was discussion in reference to conservancy zoning regarding City parklands, which may be adopted or modified. A letter from the City Attorney was included for the Commission’s review.
