Plan Commission Meeting
4 December 2007

CALL TO ORDER/ROLL CALL – meeting convened at 6:30 p.m.
Members present: Mayor Don Richards, Tom Heimerl, Sandy Bowen, Susan Reese, Ellen Smith, Todd Schultz, David Cronk, Erin Tomlinson, Reid Wronski
There was a quorum present at all times.
Staff present: Buddy Lucero, Planning Director; Tony Steiner, City Planner; Carl Gaulke, Utilities General Manager
APPROVAL OF AGENDA/MINUTES –
MSC Smith/Reese to approve the regular minutes of the November 6, 2007 meeting. Unanimous.
MSC Tomlinson/Heimeral to approve minutes of the November 6, 2007 workshop. Unanimous.
CURRENT PLANNING PROJECTS –
1. Change to Specific Implementation Plan for Stonebrook Townhome Community, Third Addition
A request was received from the developer to amend the Specific Implementation Plan for the Stonebrook Townhome Community, Third Addition.
Included in this request were three items:
MSC Cronk/Heimeral to add "Whereas, the proposed change would also plat the back-to-back townhomes on individual lots." to the resolution. Unanimous.
MSC Schultz/Reese to approve the resolution to Change Specific Implementation Plan for Stonebrook Townhome Community (PUD), Third Addition with above amendment. Unanimous.
2. Change to Specific Implementation Plan for South Pointe Planned Unit Development (PUD)
A request was received from the developer to amend the Specific Implementation Plan for the South Pointe Planned Unit Development (PUD).
The request was to increase the number of units for Comforts of Home, Lot 11 from 16 to 20.
MSC Tomlinson/Schultz to approve the resolution to Change Specific Implementation Plan for South Point by Comforts of Home Planned Unit Development (PUD). Unanimous.
UPDATES AND INFORMATION
The Environmental Task Force met on November 8, 2007 to discuses the amendments to the Shoreland Ordinance. Wronski stated that the Environmental Committee focused on the downtown area. Agreement was made to allow for easier expansion in this area and to keep the setbacks while changing some of the provisions to protect the river. Wronski was able to do this by using the current Stream Buffer Ordinance and changing one paragraph to include, "…Except in the downtown overlay district where development/re-development in the stream buffer area shall prepare a stormwater management plan in accordance with chapter 12.16…" The committee will then decide what percent of stormwater runoff should be diverted and try to infiltrate it in some way.
The January 2008 regular Planning Commission Meeting will be moved to Tuesday, January 15th at 6:30 p.m. due to the New Year’s Day holiday.
CALENDAR –
Two readings have been forwarded to the City Council. The first is the notice requirement; the second is the change in the requirement of meetings for the Plan Commission each month.
