Extraterritorial Zoning

The ETZ is administered by a joint committee made up of three members from the City and three members from each Town.  The City of River Falls is surrounded by four Towns:  Troy, Kinnickinnic, River Falls, and Clifton.  The committee meets on an as-needed basis to make recommendations to the City Council on zoning issues within the ETZ.
 
Cities are authorized by Wisconsin Statute to participate with adjoining Towns to manage zoning and platting issues outside of the City’s corporate boundary.  River Falls is a Third Class City and may, by State Statute, extend the extraterritorial zone (ETZ) three miles beyond its boundary.  The ETZ was established at a mile and one half around the City in 1974 and has not changed since that time.
 
The ETZ Committee is supported by planning staff for administrative functions, such as zoning inquiries, report and recommendation, and enforcement of the ETZ Zoning Code (17.108).
